Overview
This position reports directly to the Compliance Officer and it is part of the Legal and Compliance Department. This position monitors activities relating to standards of conduct and compliance, and assists with facilitating, supporting, and monitoring Foundation Health Partner's (FHP) privacy functions. Assists with evaluating compliance risks based on state, federal, and accreditation agency requirements. Facilitates compliance activities across the organization, including compliance education and training, compliance policies and procedures, and HIPAA privacy. This individual will support the internal investigations, audits, monitors activities, documents privacy/security incidents, and maintains data/analytics.

Responsibilities
- Assists with implementation, facilitation, and enforcement of an organization-wide compliance and privacy program to ensure adherence to federal, state and local laws and regulations, including fraud and abuse laws, HIPAA, and Medicare and Medicaid requirements.
- Assists with the monitoring, supporting, and enforcing the organization-wide privacy compliance programs to ensure adherence to federal, state and local laws and regulations, including fraud and abuse laws, HIPAA, and Medicare and Medicaid requirements. Participates and facilitates FHP's privacy services, including first-tier investigations, actions and reporting to mitigate risk or harm to the organization and patients. Works with appropriate partners to identify HIPAA privacy events, investigates and mitigates risk to the patient, member and organization.
- Assists with the tracking and documentation of privacy events/violations/breaches. Reports breaches as required by federal and state laws. Ensures privacy events/violations are appropriately, timely and accurately documented. Evaluates privacy patterns and trends to improve processes and provide necessary education to all workforce members. Uses metrics to measure the efficiency and effectiveness of the operations. Identifies, evaluates, and reports on information privacy risks in a manner that meets compliance and regulatory requirements.
- Participates in the development compliance and privacy communication and awareness materials, such as newsletter articles, intranet site content, and posters. Develops relationships with staff and management to ensure appropriate privacy compliance partnerships.
- Assists with compliance and privacy focused education programs. Reviews and updates educational programs to ensure they reflect internal policies, federal and state regulations. Provides orientation and on-going HIPAA education for staff and management. Assists with preparing appropriate compliance presentation materials, intended to promote the understanding of compliance issues, laws, and consequences for noncompliance, as well as delivering the training programs throughout the system. Tracks and documents that required compliance training has occurred, especially when required in conjunction with a corrective action plan.
- Maintains current knowledge of compliance-related laws and regulations, keeping abreast of current changes that may affect health care systems through personal initiative, seminars, training programs and peer contact. Actively shares compliance and privacy-related updates, news and guidance to FHP leaders and others who may be impacted.
- Reviews and responds to complex and sensitive privacy questions, concerns and complaints relative to compliance matters, and provides support to all entities and lines of business, as appropriate. Responds to ethical or legal privacy violations, and aims to prevent further violations. Assists with privacy investigations regarding ethical and legal violations to ensure consistency in the enforcement of the program.
- Maintains current knowledge of compliance and privacy-related laws and regulations, keeping abreast of current changes that may affect health care systems through personal initiative, seminars, training programs and peer contact. Actively shares compliance and privacy-related updates, news and guidance to FHP leaders and others who may be impacted.
Performs all functions according to established policies, procedures, regulatory and accreditation requirements, as well as applicable professional standards. Qualifications
Requires knowledge as typically obtained through a Bachelor's degree in a healthcare or compliance related field.
Must possess a minimum of two (2) years of related experience within a major health care organization, health system setting, or large multi-operational corporate environment in complex industries similar to healthcare.
Strong analytical skills to effectively perform confidential privacy investigations, including preparing and enforcing appropriate corrective action plans. Demonstrated ability to work effectively in teams and groups to plan, implement and influence organizational change. Must possess excellent oral and written communication skills, as well as strong classroom, platform, group facilitation, and consultation skills.PREFERRED QUALIFICATIONSCertification in Compliance and/or Healthcare Privacy.
Experience conducting health care audits and risk assessments preferred.
Additional related education and/or experience preferred.
