The Manager of Talent Acquisition Programs is dedicated to the operational effectiveness of the talent acquisition function, leading efforts to maintain and optimize recruitment processes, experience, productivity and ROI / budgetary impact. This position partners with vendors and other HR Centers of Expertise (COEs) to create a seamless candidate experience for internal and external candidates while helping operational efficiency of the talent acquisition function.
ESSENTIAL FUNCTIONS OF THE ROLE
Develop recommendations for improvements to efficiency, effectiveness, and experience of TA processes and systems, gains insight and approval on recommendations and leads the execution of these improvements.
Manages TA vendor partnerships including partnership, evaluation, and evolution of vendor partners and their solutions to meet the needs of the TA function.
Oversees the vendor invoicing process, ensuring invoices are processed accurately and timely.
Partners with the HRIS team to ensure a healthy TA technology ecosystem, drive adoption of tools and resources, and maintain effective training for the TA team.
Oversees talent programs such as employee referral, relocation, etc driving best in class experiences through program evolution and stability
Leads change management communication and efforts relating to TA process and system updates.
Oversees functional requirement gathering and UAT processes, ensuring solutions designed translate into best in class experiences and efficient and effective solutions.
Creates metrics and procedures to measure the impact of the talent management efforts on talent (e.g., retention, performance, quality of hire) and business outcomes (e.g., quality, patient satisfaction).
Designs reports and scorecards to monitor talent management process, talent development and utilization (e.g., IDP collections, key talent movement).
Performs HR related activities to include interviewing, making hiring recommendations, orienting, evaluating, coaching, team building activities, and if necessary, assisting with disciplinary actions.
KEY SUCCESS FACTORS
In-depth knowledge of full-cycle recruiting and employer branding techniques.
In depth knowledge of Talent Acquisition process flows.
Solid knowledge of process improvement and project management methodologies.
Experienced focused, big picture thinker with the ability to know about how to create solutions that deliver desired outcomes.
Experience with HRIS, Applicant Tracking Systems (ATS), sourcing and recruitment marketing tools.
Critical thinker and problem-solving skills with an excellent sense of urgency and follow through.

LEAN or Six Sigma training preferred.
