This position provides management and oversight of technical capital projects at all FHCC locations, as well management of the institutional building records repository.
The Fred Hutchinson Cancer Center occupies approximately two million gsf of technologically advanced facilities on and off the South Lake Union campus, including 5 different power plants, 13 data centers, 9 MW of emergency power equipment, Biologics and Cell Production Facilities, high-field strength imaging, and state-of-the-art clinics, including a proton center.
Work activities include the evaluation of infrastructure impacts of capital projects; providing engineering design support to team members; managing the development and maintenance of institutional building record documents; and acting as the liaison between Facilities Planning (FP) and Engineering. The Staff Facilities Electrical Engineer is also instrumental in defining design standards for reliable building operations and energy efficiency.
This position reports to the Manager, Infrastructure Projects & Building Documentation, and coordinates work efforts with the Engineering Department, to develop effective and efficient workflows in support of the Center's mission.
Responsibilities
Capital Planning and Facility Projects:
- Manage capital projects, with an emphasis on technical, building infrastructure assignments.
- Act as a liaison between FP and Engineering regarding the planning, design, construction, and implementation of capital projects.
- Review proposed capital projects, identify infrastructure concerns, and assist with cost estimating and schedule development. Provide feedback on operational problems in existing facilities.
- Develop specifications and work with consulting engineers and contractors as required by project scope.
- Assist with construction electrical inspection and component testing.
- Participate in start-up and commissioning activities.
- Prepare bid packages as needed.
- Assist in providing training of Operations Engineers in the operation of the new electrical facilities.
- Provide feedback to the design team on operational problems in existing facilities.
Records Management:
- Assist the Campus AutoCAD Analyst in reviewing and updating electrical records including electrical floor plans, system one-line diagrams, panel schedules, etc.
- Act as the lead in maintaining power systems analysis (PSA) documents for the campus. This includes keeping up to date on changes in electrical infrastructure in-between periodic updates to the formal PSA.
Facilities Operations:
To keep FHCC critical facilities working efficiently and correctly, the Staff Facilities Electrical Engineer must maintain close working relationships with the Facility Engineering Department. Understanding operation of the campus electrical systems is critical to developing upgrade/replacement plans. To
- Develop procedures to safely operate and maintain critical electrical utilities distribution systems.
- Analyze systems operation and make recommendations for improvement. Work with Electrical Team Operating Engineers to establish and document safe, effective operating procedures.
- Assist and advise Electrical Team Operating Engineers in trouble shooting systems operational problems. Conduct special investigations, tests, and other studies to improve efficiency and reliability of electrical equipment and systems.
- Review and analyze electrical equipment maintenance procedures and help establish Operating Engineer training.
- Support electrical preventive maintenance and predictive maintenance programs. Write and review procedures. Analyze equipment histories and downtime records for appropriate follow up action. Inspect equipment and develop a renewal and replacement program.
- Investigate power quality complaints when power quality is in question.
- Together with the Staff Facilities Mechanical Engineer, implement an energy measuring and reporting system and make recommendations for electrical energy usage reduction.
- Coordinate with public electrical utilities for optimum reliability and cost of service.
- Maintain electrical drawing and document control and facilities standard specifications.
- Manage electrical physical plant improvement projects.
- Develop electrical engineering specifications for equipment repair, replacement, or modifications.
- Prepare spare parts and critical spares justification analysis.
- Keep current on code requirements and modern engineering techniques to support operations and maintenance programs, in accordance with NFPA 70E and Center Electrical Safety Policy IH-1400.
- Review electrical capital equipment purchase requisitions for compatibility with building systems.
- Assist in facilities disaster planning.
- Assist with field electrical commissioning tests and inspections. Write or assist in writing electrical commissioning procedures.
- Support major electrical service contracts. Develop specifications and inspect work.
- Support periodic major maintenance and overhaul of electrical equipment.
- Support Engineering budget planning and control.
Qualifications
- Bachelor of Science in Electrical Engineering is required unless advanced skills and experience can be demonstrated as equivalent to education requirement.
- Six or more years of increasing responsibilities at the professional level in electrical engineering design and/or at least six years of owner management of complex electrical systems with knowledge of maintenance and operations for large bio-medical research or healthcare facilities is required.
- Emphasis will be in the areas of laboratory and healthcare design, construction, and operation.
- Design and field experience in electrical distribution systems operation and maintenance is desired.
- Project management experience in electrical projects is required.
- Current Washington State Professional Engineering license is desirable.

The annual base salary range for this position is from $101,359 to $160,213 and pay offered will be based on experience and qualifications.
