The Chief Financial Officer of Georgia Highlands Medical Services, Inc. (GHMS) is responsible to the CEO, serves on the Executive Team, and provides leadership, day-to-day management, oversight, execution of activities, and evaluation of all financial matters at GHMS. Responsibilities include, but are not limited to, supervision of accounts receivable, accounts payable, coding, and contract management staff as well as oversight over operations relating to those staff functions and activities. The position has decision making authority for all financial management activities within budget parameters and confers with the CEO on budget exceptions, revenue and cash flow management strategy objectives.
The CFO works cooperatively and effectively with the executive team, utilizing a balanced approach which includes the perspectives of all disciplines involved to meet the mission of GHMS. He or she provides the strategic direction and management needed to achieve the sustainable financial solvency of GHMS. She or he possesses a working knowledge of policies, procedures and organizational structure and leads the execution of strategies developed. This may include serving as the lead for a specific strategic imperative or a major organizational change such as the addition of a new service. He or she is responsible for implementing, reviewing and developing financial processes, performance objectives, benchmarks, compliance measures and workflow planning and implementation. The CFO also serves as a coach or mentor to staff, giving guidance in best practices, improving performance and FQHC administrative policy. The CFO serves as the fiscal lead and support in the continuous performance improvement of GHMS’ delivery of services.
Duties and Responsibilities
- The CFO is responsible for the supervision of GHMS financial managers and other designated staff. He or she sets the direction for their areas of accountability that aligns with the overall strategic goals of the division and its alignment with the strategic plan of GHMS.
- The CFO, within the parameters and priorities set by the Board of Directors and in collaboration with fellow executive team members, develops and presents the organizational budget and financial plan. He or she provides leadership and direction in developing the financial viability of the organization and recommends business strategy and objectives for GHMS, including the proactive use of financial modeling and projections.
- The CFO maintains open lines of communication with the auditor and with the treasurer of the Board of Directors, prepares a CFO report for the Board of Directors, and attends Finance Committee meetings and Board meetings.
- The CFO directs activities for the accurate and timely preparation and dissemination of financial management reports including, but not limited to, Federally Qualified Health Center 330 grant and federal related reports; internal and external monthly financial statements; monthly management reports; productivity reports; cost reports; annual audits and variance reporting.
- The CFO establishes systems of accountability for all finance department staff to include benchmarks, performance measures and evaluation.
- As a principal member of the GHMS Executive and Leadership Teams, the CFO leads, develops and maintains the organization’s financial management structure, attending all meetings with the overriding and ongoing goal of achieving and exceeding national benchmarks of efficiency, revenue and cost.
- The CFO is responsible, under the guidance of the CEO, for directing and managing all contracting for GHMS. This includes management, inventory and controls for all managed care contracting with all third party payers, purchasing contracts, vendor contracts, specialty service contracts and any other agreement entered into with another organization or entity.
- She or he is responsible for development and maintenance of adequate control systems as required by GHMS’ auditor, funding agency requests and the Board of Directors. The CFO is responsible for the accuracy and maintenance of the General Ledger.
- She or he directs activities of purchasing and disbursement, ensuring the accurate and timely processing of accounts payable, purchase orders, petty cash, employee expense reports, cash control, payroll processing and total payroll tax compliance.
- She or he directs activities of billing and accounts receivable, ensuring that best practice processes are utilized in collection of information, coding, billing and receipt of revenue in order to achieve solvency and optimal cash flow.
- The CFO ensures that adequate insurance coverage is maintained by GHMS in order to protect the Corporation in the event of legal proceedings, fire, theft and property damage. She or he maintains malpractice insurance for providers of the Center, D & O coverage and full umbrella coverage for the organization.
- The CFO works with financial institutions to establish and manage operations accounts, bond financing for mortgage related activities, lines of credit, GHMS’ investment portfolio and other relationships to ensure GHMS’ ability to utilize resources effectively.
- The CFO provides direction and coordination of continuing education and support for all personnel in his or her division.
- As a partner with Chief Personnel Officer, helps articulate and build an engaged workforce to meet evolving organizational needs.
- The CFO leads and mentors managers and support function leaders so that they have the tools and resources needed to partner efficiently with each other, their employees and partners.
- The CFO develops and implements the systems, policies and procedures necessary to meet required regulations as well as drive and expand efficiencies across all GHMS business functions.
- In partnership with the Chief Medical Officer and the Chief Operations Officer, the CFO helps ensure that the financial health of GHMS and the finance department staff activities support and are fully integrated with both the clinical and health center operations and support functions.
- The CFO is responsible for developing proposals and recommendations for facilities projects and the purchase of capital equipment and supplies; oversee procurement activities to insure compliance with established purchasing policies and procedures.
- The CFO facilitates and serves as the responsible lead in the performance and submission of the annual UDS report to the Bureau of Primary Health Care.
- The CFO is the individual responsible for serving as the financial lead in undertaking special projects, as directed by the CEO that will require major organizational change.
- The CFO performs work related responsibilities with initiative, taking ownership and responsibility when appropriate and delegates responsibility and authority to subordinates clearly and appropriately. The CFO is approachable, receptive and responsive to feedback and suggestions from coworkers, subordinates and supervisor. He or she is fair, equitable, positive and constructive in managing others and actively promotes teamwork and positive staff morale.
- The CFO represents GHMS in the financial and business community to develop strategic relationships that enhance the GHMS reputation in the community.
- The CFO performs other duties as assigned by the CEO
Education / Experience
- Bachelor’s Degree in Accounting, Business Administration or related field
- Budget Preparation, Fiscal Oversight and Federal Grant Management Experience (5 years)
- Medical Office Management Experience (7 years)
- Senior/Director Level Management Experience (5 years)
Preferred
- Master’s Degree in Accounting (MPA); Masters of Business Administration (MBA); or Equivalent
- Federally Qualified Health Center Management Experience; or hospital with multiple federal, state and local governmental funding streams(7 years)
Licensure / Certifications / Desired Credentials
- Certified Public Accountant (CPA)

Working Conditions
Medical office environment. Frequent exposure to communicable diseases, toxic substances, medicinal preparations, and other conditions common to a medical clinic environment.

Physical Requirements
Requires full-range of motions including handling and lifting, manual and finger dexterity, and eye-hand coordination. Often requires standing and walking for prolonged periods of time. Occasionally lifts and moves items weighing up to 50 pounds. Requires corrected vision and hearing to normal range. Requires working under occasional stressful conditions, and working flexible hours.
