SUMMARY OF POSITION:
Responsible for understanding the specific needs and demands of assigned Penn State Health region, this role will effectively allocate resources and provides expertise on IS related projects, and owns the relationship and accountability to senior leadership at a regional market level regarding application implementations, quality and sustainability for designated systems.
 ESSENTIAL DUTIES-:
Qualified individuals must have the ability (with or without reasonable accommodation) to perform the following duties:Â
- Manages staff including the oversight of hiring, terminations, performance appraisals and pay reviews.Â
- Makes strategic decisions in partnership with the IS leadership team to develop, achieve, and align goals and strategies. Understands the particular needs and demands of the business community and ensures services are properly aligned to these needs.Â

- Participates in and presents to leadership or other governance committees when and where appropriate. Partners with IS leadership to develop business cases, RFIs, RFP, value management and works with vendors where appropriate to ensure ROI.
- Responsible for formulating and managing, IS annual budgets; and associated invoice processing.

- Partners with PMO to deliver appropriate service levels on projects.Â
- Leads change by communicating and supporting IS strategies.
Â
- Communicates and advocates the use of IS escalation processes to regional partners.Â
- Partners proactively with functional directors to understand support requirements and issues. Partners with the Client Relations and Vendor Management on effective delivery, service level coordination, communication and contract/purchase order management.
- Coordinates with departments to ensure disaster recovery and business contingency planning is implemented regionally. Responsible for site manager duties if no site manager exists including hiring, terminations, performance appraisals and pay reviews.Â
- Â Coordination of implementation of System strategies in regional markets.Â
- Supports IS Security initiatives. Delivers optimal customer experience by understanding and navigating complex IS and enterprise processes and setting appropriate customer expectations.Â
- Responsible and accountable to comply with cyber security policies, standards, and processes in accordance with the Enterprise Cyber Security Program Plan.Â
- Formally document, design, manage, and/or operate in accordance with cyber security requirements
MINIMUM QUALIFICATION(S):
Bachelor's degree in related field required
Ten (10) years of related experience required
Five (5) years of management experience required
