The Lead Medical Supply Technician - Censitrac Coordinator (Sterile Processing) is located at the Sterile Processing Service, Charlie Norwood VA Medial Center, Augusta, GA. The Incumbent monitors quality assurance in the cleaning/decontamination, sterilization, reprocessing, and distribution of surgical instruments and technical medical device processed in SPS, ensuring proper procedures are followed and the items are safe for use. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part. Experience and/or Education. Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; OR Education. One-year-above-high-school-that included-at-least-6 semester-hours-in-health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; OR Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Certification. None. Grade Requirements: Creditable Experience 1. Knowledge of Current MST Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with MST responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MST. 2. Quality of Experience. Qualifying experience must be at a level comparable to MST experience at the next lower grade level of the position being filled. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. 3. Part-Time Experience. Part-time experience as a MST is creditable according to its relationship to the full-time workweek. For example, a MST employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service. Grade Determinations: GS-08 Lead Medical Supply Technician (Sterile Processing) (a) Experience: One year of experience equivalent to the next lower grade level (GS-07). AND (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs: 1. Ability to read and interpret written procedures and select appropriate action in order to instruct staff in correct procedures and protocols for completing assignments. 2. Ability to communicate orally and in writing to ensure staff compliance with written directives, rules and regulations. 3. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. 4. Knowledge of sterility principles in order to instruct staff on decontamination procedures. 5. Ability to lead individuals, manage priorities, and schedule work assignments. (c) Assignment. The Lead MST at this level oversees a work team that includes at least one MST position that is above the full performance. Distributes and prioritizes workload among employees in accordance with established workflow and/or job specializations. Assures an even distribution of the workload. When necessary, revises work schedules to meet anticipated and unanticipated changes in the workload. Assigns tasks as necessary to provide new employees with the experience and training required to perform decontamination of scopes and instrumentation in the work area. Monitors and reports on the status of work. Ensures SOPs and SPS mandates are followed during the performance of workflow. Reviews or spot checks scope processing work to ensure completed work meets supervisors' instructions (e.g., work sequences, procedures, methods, and deadlines). Assesses the quality and quantity of work by reviewing the cleaning, reprocessing, and distribution of scope medical equipment, material and instrumentation. Provides information to management officials concerning performance issues, assignment changes and task completion. Instructs employees on work-related activities, policies, procedures and goals. Preferred Experience: Must have minimum 3 years full-time Sterile Processing experience, knowledge of current Sterile Processing practices. Preferred advanced knowledge of Censitrac. The full performance level of this vacancy is GS-08. The actual grade at which an applicant may be selected for this vacancy is a GS-8. Physical Requirements: This work is performed in various settings: decontamination, preparation, clean sterile supply (preparation) and in other services and departments throughout the medical facility/campus. The incumbent may be required to work in areas that are hot, cold, drafty and poorly lighted. The employee is subject to the possibility of falls, scrapes, cuts, bruises, and other injuries from material handling equipment. The work requires standing and walking during the entire workday and frequent bending and lifting of packages (occasionally weighing as much as 50 pounds). The work requires dexterity and visual acuity for manipulating, disassembly and assembly of instrumentation. On a regular and recurring basis, the employee alternates between a contaminated environment and a carefully controlled clean environment. The employee wears special clothing, hair covers, personal protective equipment and shoe covers that can be uncomfortably warm. The employee uses insulated gloves to remove carts from sterilizers. The employee is subject to burns from accidentally touching hot items. The hazards of working around minute quantities of sterilizing gasses are unknown. The employee often works around body fluids, mucous, excretions and bits of tissue, some of which may be foul smelling. Strong, unpleasant odors are encountered while decontaminating bloody or grossly contaminated instrumentation or reusable medical device. The work area is noisy due to the clatter of metal instruments, rumbling of carts and operation of pre-sterilizing equipment. Duties and responsibilities include but are not limited to the following: Coordinates training that is well structured and includes appropriate materials. Instructs employees on work-related activities, policies, procedures and goals. Assigns work to staff based on experience and training needs. Monitors and reports on the status of work. Ensures SOPs and SPS mandates are followed during the performance of workflow. Assesses the quality and quantity of work by reviewing the cleaning, reprocessing, and distribution of technical medical device, material and instrumentation. Provides information to management officials concerning performance issues, assignment changes and task completion. Instructs employees on work-related activities, policies, procedures, and goals. Carries out the duties, and responsibilities related to Censitrac program in the facility and CBOCs. Supports the implementation, coordination, knowledge of the Censitrac program management, training and ongoing maintenance within the facility. Works within SPS as a coordinator, troubleshooting any issue with the Censitrac program. Oversees the instrument tracking system devices and software associated with the Censitrac program. Knowledgeable of the processes for Reusable Medical Device (RMD) as required by this position. Receives contaminated critical and semi-critical RMD in the decontamination area. Disassembles the RMD and determines the correct cleaning method, such as but not limited to ultrasonic cleaners, mechanical washers, cart washers and chemical cleaning/decontamination agents, as determined by manufacturer instructions. Inspects, assembles and determines the correct method and packaging for sterilization such as but not limited to steam, Sterrad, Steris, ETO, and high-level disinfecting scope reprocessors. Performs and documents daily operational checks and records for all sterilization equipment. Assigns work to subordinates based on priorities in absence of the supervisors, selective consideration of the difficulty and requirements of assignments, staff designation as competent to complete and task, and the capability of the employee. Provides training to subordinates to fully comply with provisions of safety regulations. Comprehensive responsibility for maintaining Censitrac Instrument tracking system to provide patient care in a safe and effective manner within the medical facility and, more broadly, within VISN 7 far as they are related by shared databases and common technology. Advises Assistant Chief and Chief, SPS of problems in the organization's activities, and provides input to the Assistant Chief that may lead to disciplinary actions, such as counseling and formal disciplinary action, within the framework of progressive discipline; recommendation may include termination, especially separation during the probationary period Work Schedule: Monday - Friday, 7:30am - 4:00pm.
