JOB SUMMARY
The M/WBE Manager is a member of Contractor Diversity team at the Harris Health System's Contract Administration division. As part of the Contractor Diversity team, the Contractor Diversity Program ensures Harris Health System's contracts fairly benefit and include women, minority and other disadvantaged businesses. The M/WBE Manager is responsible reviewing upcoming solicitations to optimize inclusive procurement practices and supervising the operational compliance of contractors and sub-contracts under the Minority & Women Owned Business Enterprise program.
MINIMUM QUALIFICATIONS
Degrees:
a) Bachelors: Public Administration, Business Administration, Accounting or other related field
Work Experience:
a) 3 Years of Experience: Contract compliance (Preferred)
Management Experience:
a) 5 Years of Experience: Management experience.
Communication Skills:
a) Above Average Verbal (Heavy Public Contact)
b) Writing /Correspondence
c) Writing/ Reports
Proficiencies:
a) MS Word (Advanced)
b) PC (Advanced)
c) MS Excel (Intermediate)
d) MS Outlook (Advanced)
e) MS PowerPoint (Intermediate)
JOB ATTRIBUTES
Knowledge/ Skills/ Abilities:
A) Analytical:
1) Ability to interpret, enforce and develop tools on the rules, regulation and legal interpretations related to MWBE & DBE programs
2) Ability to understand the objectives of a strategic plan and manage self and team members to accomplishing those objectives.
3) Ability to handle highly sensitive and confidential information at all times.
4) Ability to work independently with limited supervision, relative autonomy, and general review.
5) Ability to identify problem areas and develop solutions/corrective measures, for ad-hoc situations and continual program improvement
6) Read/comprehend legal contracts and regulatory materials, write/summarize complex compliance matters and create/adapt forms and other program materials.
B) Design:
1) Requires strong knowledge using various types of office-related and design software.
2) Utilize effective leadership, collaboration, facilitation and negotiation techniques.
3) Able to interact effectively with a diverse group of employees as part planning, motivating and coordinating work of staff.
Work Schedule:
a) Travel: 15% locally and 5% nationally
