The IS Planner is responsible for providing strategic consulting and planning services with Department, Facility, Regional, and System level influence and impact. Utilizes in-depth knowledge and expertise of technology, healthcare, change management, program/project management, financial planning, technical quality management, process improvement and other Information Services specific technical or administrative areas in order to clearly define the strategic business and/or technical solutions.
ESSENTIAL FUNCTIONS OF THE ROLE / KEY SUCCESS FACTORS
Identify, gather, analyze, and interpret business/clinical IT requirements/needs, align them to the organizational standards, and develop executable specifications with associated scope tasking and cost implication
Participate in the development and implementation of standard processes and activities related to project planning, change, operational improvement, integrated and end-to-end testing
Provide decision support to administration, business/clinical areas, department directors, and managers to support strategic and operational business or technology decisions
Manage comprehensive planning guidance between various groupings within the organization as well as external resources; uniting requirements from all parties
Apply detailed analysis to assess current systems, practices, and procedures compared to industry best practice, and develops strategic recommendations to address areas of opportunity, resulting in technical or business solutions that are cost effective and meet business requirements
Recommend technical and business processes changes that will allow greater efficiencies with significant benefit to the Organization.
Develop high level project plans, resourcing allocations, and schedules in line with organizational strategic initiatives
Facilitate strategic planning and design meetings to help identify business/technical strategies and corresponding system and solution needs required to support those identified strategies.
Ensure project quality assurance needs which could include: requirements gathering/assessment, identification of barriers/constraints, resource confirmation, environmental strategy, test plan/script development, and defect tracking
Recommend budget items necessary to support initiatives
Adapt to changes in workflow, resources, processes with the ability to quickly adjust and be successful
Able to navigate and learn various internal and external IT applications; understanding their technical requirements.
Able to operate in an environment with minimal supervision; successfully interacting with a variety of clients and vendors from different departments and at different levels including frequent interaction with System Executive Leadership
Knowledge of Change Management, Business Workflow, Process Improvement, Program/Project Management, Vendor Management and Outsourcing, Business Process Modeling, IT Transformation, Enterprise Architecture, Business and Technology Value Management, Performance Metrics, Profitability Analysis, Technical/Systems, Quality Management and Training
Bachelor’s Degree in business administration, healthcare management, or other IT related fields preferred.
Min of 3 years of experience in Healthcare preferred
Min of 3 years of experience managing multiple projects; responsible for the scope, schedule, budget, and resources required
Have strong oral and written communication skills to effectively and efficiently interact with internal and external resources
Must be able to organize, prioritize, and manage multiple tasks and activities with little to no supervision
Proficient in Microsoft products (Microsoft Office, Excel, PowerPoint, Teams, Outlook); able to utilize internally deployed applications
Located within the Central Texas Region (includes Waco, Temple, Round Rock, Austin, Pflugerville, Buda, Marble Falls, College Station, Brenham)
Must be willing to travel among the Central Texas Regional sites as needed. This travel would not include overnight stays; roughly one on-site visit per week depending on workload volume.
Must be willing to travel to North Texas Region (Dallas, McKinney, Plano, Waxahachie) as needed; not to exceed 12 times in 1 year
