Job Summary
This position reports to the Director, Payroll & Time/Attendance and should require only minimal oversight. Responsible for functional aspects of the organizational Payroll module(s) to ensure timely and accurate wage payments and labor reporting in accordance with both regulatory standards/laws and organizational policies and procedures.
Manages payroll processing, payroll expenses and ensures taxes are paid correctly and on time. Maintains a controlled environment through the establishment of best practices and ensures continuous monitoring of the transactional data to prevent errors and omissions. Reconciles payroll tax liabilities and verifies Payroll transactional data to subsystems (GL, AP, etc.) Review and compute complex hours and wages calculations. Performs research and analysis to correct errors and root cause failures.
Oversee maintenance and support of the Payroll systems as well as ensures processes are documented, and mandatory reporting requirements are met. Assure system optimization and data integration between multiple software applications. In concert with the Director of Payroll and Corporate Compliance, safeguard the systems against fraud and abuse.
The successful candidate must possess knowledge of payroll systems, possess intermediate-to-advanced skills in Microsoft Excel and Word, AND have the ability to work independently and in a team environment. Possesses a solid understanding of federal and state wage and hour laws (e.g. Department of Labor or other wage and hour mandatory standards is compulsory). Support the Director of Payroll in establishing and enforcing accountability, cohesiveness and consistency in applying the policies and procedures across Harris Health.
Minimum Qualifications
Degrees: Bachelor's Degree in Business, Accounting, Finance or related field.
Licenses & Certifications:
Fundamental Payroll Certification (FPC)
Certified Payroll Professional (CPP)
FEMA Cert IS-100.C - Introduction to the Incident Command Structures must pass within defined period after hire
Work Experience:
Seven (7) years work experience in high volume payroll area, preparing employment tax return required
Three (3) years System-wide time collection experience. Kronos a strong plus Preferred
Management Experience: Five (5) years management experience required
Communication Skills: Exceptional Verbal (e.g., Public Speaking), Writing/Correspondence, Writing/Reports

Other Requirements:
Prior system conversion a plus.
Knowledge of federal & state wage and hour laws ; A fluid knowledge of the laws and use of available resources
Involuntary Wage Withholding Rules; Child Supports, Levies, Bankruptcies, Student Loans, and Wage Assignments
Taxation; Knowledge of Employment Income Taxes
Federal W-2's, 941's and unemployment returns
Experience preparing formalized documentation required
PeopleSoft experience a strong plus
SharePoint experience a plus
