Manages Technical Products (application systems) and related projects driven by business sponsors to ensure that they operate effectively to fully support the business needs of one or more business units/divisions of the Joint Commission Enterprise (The Joint Commission, Joint Commission Resources, Joint Commission International, and Center for Transforming Healthcare referred to as "Enterprise"). Builds collaborative relationships with business sponsors and users at the Joint Commission Enterprise. Facilitates activities involving other IT functional groups. Performs administrative and supervisory activities such as employee selection, employee performance reviews, coaching staff, etc.
Ensures technical products (application systems) meet customer expectations for service levels, operational changes, enhancements, and operational support.
Ensures all business support systems and any other assigned technical products related projects meet business requirements and are delivered on time, on budget as defined by the Enterprise Strategic Plan and Operational Plan requirements and are within the level of quality defined by IT and divisions across the enterprise.
Supports strategy and project teams in a functional, technical and environmental capacity during the planning and project delivery life cycle by analyzing, reviewing and critiquing strategy and project proposals in relation to customer needs, existing applications and system capacity.
Support strategy and project teams in a resource management capacity during planning and project delivery life cycle by developing estimates, training team members and staffing matrix project teams.
Plan product releases with strategy teams and business users by estimating, prioritizing, and scheduling, and staffing (sprint planning). Deliver product releases meeting the business parameters.
Improve products with Architect by simplifying the applications portfolio, enhancing the maintainability of the applications and their reusability.
Improve organizational process and technical maturity with Agile Manager by supporting staff to adopt technical and process industry best practices.
Support strategy teams and business users to develop business and application strategies and roadmaps.
Monitors resources, internal and external - onsite and offshore, and tasks.
Evaluates employee performance based on release performance and project performance feedback from matrixed project teams.
Establishes employee development plans and provides guidance and coaching in order for team members to prepare for and deliver high performance assignments.
Hires, reviews and (when necessary) disciplines or discharges subordinate personnel.
SPECIAL SKILLS AND ABILITIES REQUIRED
Outstanding communication skills in-order-to acquire necessary information, communicate ideas and provide consultation.
Analytical ability to deal effectively with a wide range of problems.
Managerial ability to organize activities for the support of multiple systems and large programmer groups and to interact with a wide range of other individuals both within and outside the company.
The level of knowledge equivalent to that ordinarily acquired through completion of a Bachelors' degree in Computer Science or Management Information Systems. Master's degree in Computer related discipline or Business preferred.
Seven to ten years of experience leading the design, development and implementation of computer information systems in Microsoft environment.
Three to five years of experience leading the support and operations of computer information systems in Microsoft environment.
Three to five years of experience of leading distributed teams of Scrum Masters, Business Systems Analysts and Software Engineer, internal and external - onsite and offshore.
Managerial ability to interact with a wide range of individuals both within and outside the company.
