POSITION SUMMARY:

The Senior Human Resources Manager is responsible for the development, implementation, and monitoring of practices and objectives that will support an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the recruitment and ongoing development of a superior workforce. The Senior Human Resources Manager, as a member of the management team, establishes goals and objectives complementary to both the organization and the employees and coordinates activities with the Chief Equity and People Officer to assure integration of the department into the primary functions of the organization. The Senior Human Resources Manager reports to the Chief Equity and People Officer.

SPECIFIC DUTIES: HUMAN RESOURCES:

• Assists in strategic planning for the most efficient and effective use of human resources.
• Under the Chief Equity and People Officers leadership, directs all personnel functions including professional and non-professional recruitment, hiring, evaluating, training, and termination of staff, and develops and monitors contracts for professional staff.
• Assists in the development and implementation of the organization's compensation philosophy and wage and salary policies, personnel policies, and fringe benefit programs.
• Assists other department heads and supervisors in developing job descriptions, surveying salary and benefits, and interpreting organization policy as it relates to personnel and personnel practices.
• Develops and maintains personnel policies and procedures.
• Directs the organization's affirmative action plan and assures compliance with ADA federal and state regulatory agencies and others, as required.
• Plans and conducts in-service training for management staff in areas of human resource development and management, federal and state requirements and laws, and pending legislation in the area of human resources.
• Develops and supervises human resource staff.
• Maintains knowledge of industry trends and employment legislation.
• Coordinates the credentialing and privileging functions for provider staff for clinic and health maintenance organizations, at the direction of the Chief Equity and People Officer and the Medical Director.
• Coordinates the assignment of security codes for staff at facilities in San Joaquin County
• Develops and maintains salary surveys and salary schedules.

SPECIFIC DUTIES: SPECIAL PROJECTS:

• Directs special projects and programs and maintains position control for the annual budget.
• Directs and assists other department heads in the preparation of statistical and narrative operational reports for departments/programs as required by the grant, contracting, or regulatory entities.
• Represents the Chief Equity and People Officer at meetings and community events as required
• Assists the Chief Equity and People Officer and the Strategic Planning Team in planning, developing, and modifying programs and policies.
• Performs other duties as assigned and required.
