The Manager of Quality Informatics directs and coordinates all aspects of design, implementation, and maintenance of clinical quality information systems to effectively apply clinical quality information technology solutions to improve clinical operations. The individual in this position functions as a liaison between clinicians and Information Systems staff to establish centralized education processes and ensure the effective development and use of informatics solutions to improve core measure and clinical quality measure data submission to regulatory agencies. Supervision is not typically a responsibility of this position.
Provides clinical information systems support and project management expertise to multidisciplinary quality improvement teams throughout the organization, serving as informatics architect, technology resource and educator; Develops informatics solutions to incorporate clinical quality indicators in the electronic health record; Works with team representatives to develop the scope, cost and work flow of projects; Builds, reviews, tests and maintains clinical systems files, as required; Develops project plans and timelines for projects; Provides project management and application implementation expertise for hospital clinical systems; Develops recommendations for improving processes related to clinical systems; Develops and provides end-user education, training, testing, auditing and procedural requirements for clinical applications; Communicates required information regarding support issues and projects between team members, departments, etc.; Manages system issues effectively and until resolved, utilizing vendor communication tools as required; Attends courses and seminars as needed to acquire/maintain familiarity with clinical systems; Attends and participates in departmental staff and team meetings, committees and improvement teams as required; Adapts to new or unusual situations, responds effectively in crisis situations, such as system down-times, and takes remedial action as required to meet the needs of the organization; Works with Health Information Systems team on technology assessment, vendor selection and solution optimization and is available as necessary to provide support for IS projects and IS emergencies; Facilitates the development and implementation of automated support for clinicians through researching and recommending Clinical Information System (CIS) initiatives to advance the health care system's strategic objectives; Participates in developing CIS strategic and tactical plans, including project proposals, budget preparation and implementation of the CIS; Develops plans and strategies to gain nursing and physician acceptance and ongoing use of CIS; Oversees implementation of CIS benefit realization process and facilitates development of CIS integration plans, strategies, and overall application use; Identifies clinical workflow and facilitates the assimilation of current paper process into the CIS electronic medical record environment; Monitors system user difficulties in progressing to an electronic system and guides training effort accordingly; Collaborates with current system vendors regarding the clinical user group training and curriculum with for all clinical user groups; Effectively uses automated systems to perform work assignments. A Bachelor's degree* in a health care field and three years clinical quality information system management and development experience in or for a health care organization.
Licenses / Certifications:
Registered Nurse or other clinical care experience preferred Special Requirements: Education beyond the secondary level must be from an institution recognized or accredited by the Board of Regents of the New York State Education Department as a post-secondary, degree-granting institution.
