This position plans, organizes, directs, coordinates and supervises the Gallatin City-County Health Department’s (GCCHD) Environmental Health Services (EHS) programs; collaborates with community organizations, the Department of Public Health and Human Services (DPHHS), the Department of Environmental Quality (DEQ) and the public and provides the overall management of the Environmental Health Services department. Position is responsible for daily management of a diverse staff, and ongoing performance evaluation of several environmental health programs and multiple contracts. This position reports to the Health Officer and supervises all of the Environmental Health Services employees. Position holder is one of two people in the Department who must be prepared to serve as acting or interim Health Officer in the event the Health Officer is incapacitated or unavailable due to leave or other circumstances.
This position requires considerable knowledge of the principles, techniques, and practices of environmental health; knowledge of the laws, rules, and regulations relating to environmental health at local, state and federal level, including legislative processes; and considerable knowledge of the environmental and health problems of communities. Considerable knowledge of the application of the biological sciences to environmental health; considerable knowledge of the principles of management including supervision, and budgeting; and requires knowledge of various computer and software systems (Word, Excel, Access and specialized programs). Excellent communication skills, verbal and written, are required. Position must have the ability to assess complex situations, gather and document relevant facts, and effectively apply public health principles and regulations. Position must have the ability to effectively manage and supervise a staff and be able to interact with a Board of Health and elected officials and exercise courtesy and tact in dealing with the public and staff and maintain cooperative relationships with those contacted in the course of work. Position must have the ability to use quality improvement practices and performance planning to set clear goals, measure progress toward those goals, and make adjustments based on progress. Working knowledge of incident command system, workforce development, and accreditation.
EDUCATION & EXPERIENCE
The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to graduation from an accredited college or university with a Bachelor’s degree in environmental health, environmental sciences, or a closely related field. A Master’s degree in environmental health, biology, public health or closely related field is preferred. Position also requires five years of experience in public health, environmental health, environmental sciences or public sector with demonstrated leadership skills and progressively increasing managerial responsibility, or a comparable management experience in a closely related setting with formal training/experience in public health or environmental health.
Eligible to become REHS or RS certified is preferred as is direct experience working in environmental health.
