Chief Business Officer Role
Key Roles and Responsibilities
Provides administrative leadership for the department, ensuring key administrative and business processes are in place and functioning effectively. The PDC department is dynamic and growing in size and number of managed projects as well as the number of staff while concurrently implementing new processes and working towards standardization.
Department Functions
- HR: ensures the department is compliant with VUMC HR policies and procedures. Creates new positions as requested, initiates job reclassifications, ensures performance reviews take place, assists with performance issues and coaching if needed, organizes staff meetings and team building events. Manages the hiring process from recruiting/screening through interviews, hiring and onboarding. Liaison with HR Business Partner and other HR staff as needed.
- Construction Projects: Construction projects have a definitive life cycle. The CBO is not deeply involved in the initial stages of planning and design. However once a project is ready to go out to bid and is funded, the CBO and his/her team will support the contract execution, project budget monitoring, obtaining POs, reviewing pay apps and processing invoices, reconciling payments, vendor management, signature approvals and authorizations, financial close out, document capture and record keeping, etc. Currently ePhil is used for much of the project budget/expense tracking. Kahua will replace ePhil for this function and significantly more.
- Reporting : Multiple departments require ongoing information about the status, budget, spend, forecast, closeout, etc of the capital projects managed by PDC. The CBO is responsible for compiling and providing the data requested by various departments and approved by the Sr Director. End users of the reports include the COO, CFO - Asset Management, Procurement, Treasury and Risk Management offices. Accuracy and timeliness are required. CBO must be able to gather and synthesize data from available sources. Kahua reports will need to be developed going forward.
General Administrative
- VUMC Internal Liaison: CBO works with other departments as needed to support project management - Procurement; Disbursements; COO office; Facilities Management; Marketing.
- Supervision : CBO supervises 2-3 administrative staff. Staff is responsible for construction project financial transactions and reporting (ePhil, Kahua, VUMC systems), meeting scheduling, record keeping, project financial close out, execution of contracts, software needs/licenses, general office functions. Staff reconciles project budgets and department budget. CBO facilitates back up for all the functions he/she supervises. CBO is the default back up if no one else is trained or available.
- Departmental Budget: CBO is responsible for providing input into the annual budget process and managing the actual spend during the fiscal year against budget. CBO manages computer, furniture, and other office equipment purchases and department facility issues as needed.
- Support for Sr Director: CBO needs to be "plugged-in" to the Sr Director's priorities and work schedule to be able to assist whenever needed. While the CBO will not know all project details, he/she should be familiar with every project at a high level. The Sr Director may call on the CBO for special projects such as acquisition assessment and coordination support.
