Working under the direction of the Administrative Officer, the Operations and Risk Manager provides overall leadership for the Operations and Risk Management Division, which includes direct management of the administrative functions of the District (Human Resources, Information Technology, Building Maintenance, HIPAA/Records) as well as the development and management of SRHD's risk management plan for the agency. As a member of the Executive Leadership Team, participates in short- and long-range planning and provides leadership for, and insurance of adherence to SRHD's Mission, Vision and Values. The ideal candidate is an experienced leader who has managed administrative functions and has risk management experience for an organization or business unit.
Directs, manages, coordinates, and evaluates the day-to-day operations of the Operations and Risk Management division which includes direct oversight of the Human Resources, Information Systems, Facilities, HIPAA and public records requests.
Supervises staff including completion of employee evaluations, interviewing, hiring and recommending reclassifications or discipline/terminations. Motivates and encourages staff to maximize their skills and capabilities to best serve the needs of the health district and the community.
Develops organizational policies working closely with the Administrative Officer, Finance Director and Executive Leadership Team ensuring compliance with state and federal laws and regulations.
Coordinates with and assists other divisions in inter-divisional program efforts.
Ensures continuity of operations due to any emergency that impacts staff, facility, information technology or other business service infrastructure.
Develops and manages the division budget to assure adequate staff, equipment, resources and other materials to perform the functions necessary in the division.
Establishes and develops risk management plans and objectives that align with county, state, and federal statutes and regulations. (Examples include: Hazard Vulnerability Assessment, American with Disabilities Act (ADA), Security Risk Assessments, etc.).
Creates contingency plans to manage crises.
Prepares reports and presents recommendations at regular intervals.
Coordinates, develops, supervises, or conducts as appropriate safety trainings and monitors implementation of proper safety programs and procedures.
Ensures prompt corrections of any violations or citations found through program and safety audits.
Manages company insurance policy.
Maintains records related to all incidents and insurance claims working with legal counsel if necessary.
Reviews major contracts or internal business proposals to mitigate potential risks.
Participates as an active member of the Executive Leadership Team to set public health goals, receive and disseminate information as appropriate, develop short- and long-range agency planning, and insure agency wide consistency in the application of personnel and administrative policies.
Provides leadership for, and assurance of adherence to SRHD Mission, Vision, and Values; implementation of SRHD Strategic Plan; and achievement of Public Health Accreditation Board (PHAB) standards.
Participates in development of public health policy, data-driven decision-making, and strong public and risk communication.
Develops, implements, ensures maintenance, and reviews Division’s operating policies and procedures in accordance with District policies and requirements, ensuring consistent application across the agency.
Serves as ELT liaison to agency committees and task forces.
Advocates for changes in operations and systems that improve efficiency and effectiveness of programs, divisions, agency, and public health.
Fulfills incident command system training and roles as needed to respond to a public health emergency.
Conducts other duties or special projects as requested by the Administrative Officer.
Required Minimum Qualifications:
Bachelor’s degree involving major study in business, public health, public administration or a related field appropriate for the division. Master’s preferred.
Seven years relevant experience in public health, or in a mid to large sized professional social services or health agency. Relevant experience includes oversight of Administrative functions such as Human Resources, Information Technology and Building Maintenance; and risk management for an organization/business unit. Must have, supervisory and/or leadership responsibility for various projects, technical and administrative staff.
An equivalent combination of education and experience may be considered provided the individual’s background demonstrates the knowledge, skills and abilities required for the position.
