DetailsSalary:$200,000+Type:Full Time - ExperiencedDiscipline:ExecutivePreferred Education:MDThe Allegheny County Health Department (ACHD) has a mission to protect, promote, and preserve the health and well-being of all Allegheny County residents, particularly the most vulnerable. The ACHD strives daily to assure quality public health services to more than 1.2 million county residents in 130 municipalities. In September of 2017, the ACHD became a nationally accredited public health department.
Great progress has been made to improve the health of the community; however, there is still much to be done to make Allegheny County the healthiest county in the nation. Allegheny County continues to face many challenges, including air quality, smoking, obesity, lead exposure, chronic disease and overdoses. The ACHD Plan for a Healthier Allegheny (PHA) highlights important issues and brings together stakeholders across multiple sectors to address the top priorities. The five priority areas are Access, Chronic Disease Behaviors, Maternal and Child Health, Environmental Health and Mental Health and Substance Abuse. Both health equity and the social determinants of health are overarching themes of the PHA. The PHA sets the stage for health improvement in all these areas.
The new Director has broad responsibility for improving public health in Allegheny County, Pennsylvania. The Director has direct programmatic, supervisory and administrative authority over public health services, including clinical services, public health prevention and intervention programs, environmental regulation including air quality, and direct environmental health services. The Department currently has a staff of almost 400 employees and a budget of approximately $43 million dollars. The Director is appointed by the Allegheny County Board of Health and works closely with the County Executive and other Allegheny County agencies and organizations to ensure that equitable public health services are provided to all individuals.
The position reports to a nine-member Board of Health and has oversight of the department including programmatic, clinical, laboratory, legal, communications, policy and administrative functions. The Director has direct supervision of five deputies (administration, policy, environment, epidemiology, and community health), as well as the Director of the Public Health Laboratory and the solicitor of the department. The Director provides public health and medical expertise and leadership for disease control, epidemiology, public health regulation development, environmental enforcement, maternal/child/infant health services, public health emergency preparedness and environmental health, as well as public health communications. The Director is responsible for the overall implementation of the strategic plan and the community health improvement plan.

• Extensive knowledge of the principles and practices of medicine, with special emphasis on preventive medicine.
• Extensive knowledge of public health administration including the organization and operation of preventive medical programs applicable to child, adult, mental health, communicable disease control, environmental health, public health nursing and health education.
• Experience with managing large multi-faceted organizations including overseeing large complex budgets.
• Extensive knowledge of federal, state and local laws, ordinances and regulations governing public health.
• Skilled in planning, organizing, coordinating, and directing a variety of public health programs and activities, including community engagement.
• Skilled in gaining effective cooperation with community groups and planning organizations concerned with public health and establishing and maintaining good relations with professional and community groups.
• Skilled in enforcing all laws, ordinances and regulations relating to public health.
• Skilled in directing public health research and statistical studies.
• Innovative executive who is capable of benchmarking current activities with that of other leading public health organizations to ensure that the public health department is striving for equitable cutting-edge solutions to address community health issues.
• Demonstrated ability to juggling multiple activities at the same time and tackle multiple issues concurrently.
• Experience using social media and other forms of electronic communication to connect with members of the community while also using more traditional means of communication to ensure outreach to all members of the community.
• Skilled in negotiating agreements which accommodate the conflicting interests and viewpoints of numerous groups and organizations.
• Skilled in oral and written communication sufficient to develop defenses of, and justifications for, decisions reached.
• Impeccable personal and professional ethics, integrity and standards.
• Success at identifying and securing large federal, state, and foundation grants and programs.
• Politically astute and capable of speaking to the media as necessary.
