National Quality Forum (NQF) is a not-for-profit membership organization conveniently located at McPherson Square in Washington, DC. National Quality Forum leads national collaboration to improve health and healthcare quality through measurement. We are currently seeking a Vice President, Measurement Science to join our Quality Measurement team.
The Vice President, Measurement Science is responsible for the scientific oversight of NQF’s measure evaluation criteria, measurement frameworks, and endorsement and selection of quality measures. The incumbent will serve as science advisor to NQF on quality measurement and improvement and represent NQF’s work, mission and goals at external meetings. In addition, the incumbent will join NQF’s senior staff team, who meet regularly to coordinate work, identify new opportunities and set priorities.
POSITION DUTIES AND RESPONSIBLITIES
The Vice President, Measurement Science will be specifically responsible for the following:
In collaboration with the Senior Vice President for Quality Measurement, provide scientific input and oversight for NQF’s measure evaluation criteria; measurement science frameworks; measure endorsement and selection; measurement-related issues, such as risk adjustment, harmonization, prioritization, alignment of measurement across public and private sectors, and other advances in measurement science critical to NQF’s work
Oversee the NQF Scientific Methods Panel
Provide strategic input on the Consensus Development Process and the Measure Applications Partnership (MAP), including the ongoing work toward integration of measure endorsement, maintenance, and selection
Supervise and provide strategic direction to Senior Directors within Quality Measurement
Provide scientific direction, strategic vision and thought leadership on emerging issues in measurement and improvement
Participate actively on the senior staff team, and collaborate with senior staff colleagues across the organization in measurement science discussions and decisions
Support and engage with other key senior staff in strategic development of new funding sources and new initiatives, including those in emerging measurement areas
Identify opportunities for external NQF engagement related to emerging issues in measurement, implementation, and improvement
Communicate to external groups on measurement science (including speeches, publications, press)
Consult with Hill staff, HHS, and CMS staff on measurement science
Participate in external expert panels and committees
Support staff working and communicating with measure developers, including provision of technical assistance
Present NQF work, mission and goals at outside meetings and conferences
MD/DO preferred, though a PhD and Master’s level degree in health care would be considered with relevant experience.
Experience and Skills:
The Vice President, Measurement Science will have:
Deep understanding and expertise in the development and implementation of measurement in quality and safety of health care, including eMeasures, and the use of measures in public reporting, value based purchasing and quality improvement.
A minimum of ten years of progressive experience in the healthcare quality field, with a proven track record of effectiveness.
Extensive experience managing professionals effectively, and demonstrated ability to develop staff’s talents.
Demonstrated success in strategy development and deployment, including development and communication of short and long-term goals and establishing programs to fulfill goals.
The ability to work under deadline on a complicated array of projects, meeting defined outcomes on time and within budget. Demonstrated experience in team-building through collaboration and open communication.
An understanding of the current forces, trends, and issues in healthcare quality affecting consumers, employers, payers, and providers, especially the relationship between payment programs and quality.
Communication skills (written and verbal) equally effective with large and small audiences. The ability to communicate with persuasion, clarity, integrity and openness.
Demonstrated skills in problem-solving, systems analysis and a clear track record of developing and integrating new systems and programs in a team-oriented environment.
Superior knowledge of the inner working of health related federal agencies and partnerships with key government leaders to realize the goals of the organization.
Experience with NQF committees and evaluation processes preferred.
